The U.S. Department of Housing and Urban Development (HUD) has released the Notice of Funding Opportunity (NOFO) for the Fiscal Year 2025 Continuum of Care (CoC) Program and Youth Homeless Demonstration Program (YHDP). The application deadline is January 14, 2026. HUD is offering about $3.918 billion in funding, with the possibility of more funds. This year, about 7,000 awards are expected, which is about 1,500 fewer than last year. The maximum award is $25 million, and the minimum is $2.5 million. These amounts have not changed.
The funding includes $3.509 billion for the CoC Program, $52 million for Domestic Violence Bonus projects, $129 million for Unsheltered and Rural Homelessness project renewals, and $228 million for YHDP grant renewals and replacements. This NOFO limits the number of permanent supportive housing projects. No more than 30 percent of a CoC’s Annual Renewal Demand can go to Permanent Housing projects.
HUD expects to announce awards on May 1, 2026. Grantees from the 2024 fiscal year with awards expiring between January and June 2026 may have a funding gap. They may need to find other funding for the first half of 2026…
