WASHINGTON — Ten emaciated dogs were rescued from a Southeast D.C. apartment on Monday.
Police found 12 dogs in the unit, but only 10 were still alive by the time the Humane Rescue Alliance’s team arrived.
The HRA says the dogs were so severely neglected that some of them had begun eating the remains of the two that died to survive. HRA explained that they were found in “various stages of starvation, physical injury, and neglect.”…
