After heavy rain overwhelmed streets in a neighborhood in Royal Palm Beach, Florida, some Porto Sol residents were left walking through knee-deep water and wondering why the drainage system performed so poorly.
The flooding has revived a familiar complaint inside the HOA community where homeowners say they keep paying their fees, yet the roads can still end up underwater.

According to WPTV, the storm left roads so flooded that normal routines were disrupted, water approached garages, and some residents had to leave their cars outside the worst areas and walk the rest of the way home.
