PALM BEACH COUNTY, Fla. (CBS12) – The Palm Beach County Sheriff is seeking help in locating a missing 34-year-old man with mental and medical health implications. The Palm Beach County Sheriff’s Office (PBSO) stated that Arkanson St. Phard was last in contact with someone on September 26, nearly three days ago.
