U.S. Army Corps of Engineers issues Supplemental Environmental Assessment for the Central Everglades Planning Project North Phase L-4 Canal and Levee Design Refinements

JACKSONVILLE, Fla. — The U.S. Army Corps of Engineers, Jacksonville District (USACE) has conducted an environmental analysis in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended. The Supplemental Environmental Assessment (SEA) for the Central Everglades Planning Project (CEPP) North Phase L-4 Design Refinements addresses refinements to water flow distribution project features in Broward and Palm Beach Counties, Florida. The South Florida Water Management District (SFWMD) and USACE are proposing modifications to the authorized CEPP North Phase features that would improve the L-4 Canal and replace the authorized L-4 Levee Degrade with culverts and spreader canals.

Public review of the Draft SEA and proposed Finding of No Significant Impact (FONSI) was completed on February 3, 2025. All comments submitted during the public review period were considered in generating the SEA and FONSI.

In addition to a “No Action” plan, which includes the authorized L-4 Levee Degrade as described in the 2014 CEPP Final PIR/EIS, the SEA evaluated alternatives that would effectively distribute flows to Water Conservation Area (WCA) 3A…
