Delray Beach is set to break ground in January on a $287 million water treatment plant, an undertaking that city officials described as the largest infrastructure project in the municipality’s history.
The facility is designed to replace an aging system that has served the community for more than six decades, but which officials say is no longer sufficient to meet modern safety standards.
