Real estate titan Stephen Ross plans to build a new rental housing complex in West Palm Beach for people who cannot afford market rate apartments.
The seven-story apartment will be built at the southwest corner of Sapodilla Avenue and 2nd Street. A three-story parking garage also will be part of the building.
