Palm Beach Police arrested a man on felony charges after they said he defrauded boat owners by renting them illegally installed mooring buoys in the Intracoastal Waterway.
It marks the town’s first arrest related to the enforcement of mooring and anchoring rules in the section of the Intracoastal also known as the Lake Worth Lagoon, a department spokesman said.
Police on March 5 arrested Zachary Haden Staggs, 65, of suburban Palm Beach Gardens on a trio of felony charges, including organized fraud, a conservation-related charge of dumping or littering in certain bodies of water, and three counts of grand theft, according to court records…
