Valley Center now has the structure in place to offer incentives to a broader variety of projects that don’t currently qualify for help from the city.
This new tool goes beyond common incentives such as the City Council allowing self-imposed sales taxes for the benefit of a defined area or approving the reimbursement of certain property taxes paid on improvements that cause an increase in the assessed value.
The City Council now has the authority to allocate money that has been transferred to the fund from other parts of the budget or given as gifts or grants to projects on a case-by-case basis.
