‘Gang List’ under fire

WICHITA, Kan. – A federal court in Kansas sustains the due process claim and a First Amendment claim brought by a class of people listed on the Wichita Police Department’s “Gang List,” a purported list of people who the police believe are “criminal street gang members.” The Kansans say they have never been gang members and argue the list is unconstitutional for chilling their speech and is so vague as to be applied arbitrarily by police.
