WICHITA, Kan. (KWCH) – A woman found to be operating a childcare business in Wichita without a license faces a fine of more than $40,000. The Sedgwick County District Attorney’s Office said a $41,197 default judgment was entered against Monica Balfour “for engaging in deceptive and unconscionable acts under the Kansas Consumer Protection Act (KCPA).”
