COWLEY COUNTY — A pedestrian killed in an accident that occurred at 7:20 p.m. Feb. 28 at the intersection of U.S. 77 and 242nd Road near Arkansas City, Kan. has been identified by Cowley County authorities as 32-year-old former Ponca City resident Kasey Joe Barclay.
Cowley County deputies responded to the area and found that Barclay had been hit by a silver 2014 Nissan Rogue traveling northbound on U.S. 77. The driver of the Nissan was later identified as Stacy Gisick, 62, of Wichita.
