NORTH EAST — A man remained jailed Tuesday after he allegedly pointed a handgun at a motorist on a road near North East during a purported road-rage incident, according to Cecil County District Court records.
Maryland State Police troopers arrested the suspect — Cedric L. James, 33 — outside his North East residence on Thursday, ending an eight-day-long investigation to identify him, court records show.
