Elkton woman facing neglect charges after officers rescue toddler

ELKTON — A woman is facing criminal charges after investigators rescued her unresponsive, 18-month-old child from an Elkton residence that was in a “state of overwhelming filth and decay,” according to the Elkton Police Department.

Investigators identified 40-year-old Sheena N. Hutchins as the suspect.

The investigation leading to the charges against Hutchins started at approximately 6:40 p.m. on Sunday while EPD officers were at her residence on Dill Court for an unspecified, unrelated matter, police said.
