Delaware State Police arrested Shamar Clark, 36, of Wilmington, in connection with a prison contraband case. The arrest occurred on October 20, 2025, after an investigation that started in July at the James T. Vaughn Correctional Center in Smyrna. Police are still looking for two other suspects, Charles Chambers, 35, of Wilmington, and Jalen Hubbard, 31, of Dover. Both remain at large as of late October 2025.
The investigation began on July 23, 2025. Correctional officers found illegal drugs and other contraband hidden in a couch delivered for reupholstering. The couch was part of a program that provides training and work for inmates. Officers noticed the smell of marijuana and found methamphetamine, marijuana, THC edibles, K2/K3-infused papers, gabapentin pills, suboxone strips, cell phones, and USB drives.
Police say Shamar Clark, an inmate, worked with Chambers and Hubbard to bring the items into the prison. On October 7, 2025, arrest warrants were issued for all three. Clark faces several felony charges, including possession with intent to distribute controlled substances, promoting prison contraband, and conspiracy.
