Officers from the New Castle County Division of Police have arrested 19-year-old Stephan DeShields of Wilmington(L) and 19-year-old Nadihr Ross-Turner of Wilmington (R) following a vehicle theft investigation.
Officials said on Tuesday, November 11, 2025, just after 2:00 a.m., officers were dispatched to the community of Rutledge in New Castle for a theft in progress. It was reported that multiple suspects were walking around the neighborhood trying car door handles police said. It was further reported that the suspects were using tools to force entry into cars. Officers immediately responded to the neighborhood and located the suspects at which time multiple foot pursuits ensued.
A perimeter was established, and K9 Ramza and her handler conducted a track due to the suspects hiding in the neighborhood. The K9 team then flushed the suspects from their hiding spot as they ran directly into the hands of assisting officers. The suspects were taken into custody without incident and identified as Stephan DeShields and Nadihr Ross-Turner. K9 Ramza further assisted in locating tools that had been discarded by the pair…
