Police in Gloucester County have arrested a robber who they say broke into a business through a drive-through window and stole a cash drawer while wearing a Halloween mask.
Theodore Sparks, 25, of Woodbury, New Jersey, was arrested on Wednesday on the unit block of South Childs Street.
