Oversight issues, meeting breaches found in Delaware port corp. audit

After a rush to move nearly $200 million to the Diamond State Port Corp. in January flagged the state auditor office to probe the state-owned entity that oversees the port facility, the results are in.

While the transfer of $197 million into the Diamond State Port Corp. during Bethany Hall-Long’s two-week tenure as governor in early 2025 was legal, according to State Auditor Lydia York, the probe found other issues at the port corporation.

The performance audit evaluated the effectiveness of Diamond State Port Corp.’s operations, metrics and financial reporting between July 1, 2021, and June 30, 2025. It did not evaluate the operations of the Port of Wilmington’s operator, Enstructure, or its former operator GT USA…
