On December 4, 2025, the New Castle County Division of Police took part in ‘Operation Shattered Halo.’ The operation focused on human trafficking at several locations in New Castle County, Delaware. Police worked with the FBI’s Delaware Violent Crime and Safe Streets Task Force. Three men were arrested: Frank Henry of Elkton, MD; Kenneth Cavall Jr. of Newark, DE; and Ayodeji Akinola of Bear, DE. Each was charged with one misdemeanor count of patronizing a prostitute.
Detectives identified 13 people as possible victims of human trafficking. These individuals were offered support services and assistance. Authorities ask the public to provide anonymous tips to help with ongoing investigations and anti-trafficking efforts in the area…
