A controversial proposal for a tiny home community near Newark cleared its first hurdle Tuesday, when the New Castle County Historic Review Board gave conditional approval to a plan to develop a historic farm while preserving three of the original structures.
The project will later be considered by the Board of Adjustment and ultimately New Castle County Council.
