State Police arrest Correctional Officer, two others in prison drug smuggling case

On January 16, 2026, the Delaware Department of Correction contacted the Delaware State Police regarding a possible drug smuggling operation involving a correctional officer and an inmate at the Howard R. Young Correctional Institution.

Detectives with the New Castle County Special Investigations Unit determined a correctional officer allegedly accepted payments from an inmate in exchange for bringing narcotics into the Correctional Institution.

WILMINGTON, Del. — Three people have been arrested on racketeering and related felony charges following a multi-agency investigation into a drug smuggling operation at the Howard R. Young Correctional Institution, Delaware State Police said.

Arrested were Rashod Hull, 34, of Pemberton, New Jersey; Isaiah Boykin, 30, of Wilmington; and Autumn James, 35, of Conowingo, Maryland.
