ELK MILLS — A suspect in a Delaware home-improvement fraud case remained behind bars Tuesday after law enforcement officers took him into custody at an Elk Mills residence, according to the New Castle County (Del.) Police Department.
NCCPD detectives and Cecil County Sheriff’s Office deputies arrested the suspect — Richard Kirchner, 58 — on Monday at a residence in the 800 block of Elk Mills Road, northeast of Elkton, police reported. Cecil County District Court records indicate that Kirchner lives in the 500 block of Elk Mills Road.
Charged in this county with Delaware fugitive from justice, Kirchner remained in the Cecil County Detention Center on no bond Tuesday morning, awaiting a bail review hearing set for later that day…
