The Order of the First State was presented Monday to New Castle County Councilman Penrose Hollins for his more than 30 years in public service – a legacy that continues.
The ceremony happened in the Penrose Hollins Community Room in the Wilmington North Library. Governor Matt Meyer made the presentation, and had informed Hollins earlier this year.
Current County Executive Marcus Henry said “the programs we have initiated, the programs that we continue to cultivate and develop, this gentleman is the father of all of these programs here in New Castle County. We are better for that.”…
