The Jumpstart Program reflects a shift in approach—moving beyond traditional top-down development to expand who can participate in capitalism at the neighborhood level.

WILMINGTON, Del. — A new mixed-use development on North Market Street is being promoted as more than a construction project—it’s a sign of a broader effort to teach Wilmington residents how to participate in the free market through real estate ownership and development.

The project at 2923 N. Market St., led by Jumpstart Wilmington graduate Nasr Mohamed, will transform a long-vacant lot into a three-story building with ground-floor commercial space and four family-sized apartments above. But the larger story may be what it represents: a growing pipeline of new, locally trained developers entering Wilmington’s housing market.

Since its launch, Jumpstart Wilmington has graduated roughly 100 participants, aiming to equip residents with the tools to finance, build, and manage real estate projects—skills traditionally concentrated among established firms.
