WILMINGTON, N.C. (WECT) – Wilmington City Council has approved the first reading of a new ordinance during their meeting on Sept. 9 that bans sleeping or camping on city property from 10 p.m. to 7 a.m.
The ordinance passed 5-2 on first reading, with council members Salette Andrews and Kevin Spears opposing.
The ordinance still has to pass a second reading at the next council meeting before it can go into effect. Waiving second reading requires a unanimous vote; Spears and Andrews voted against waiving second reading. A second reading vote only requires a majority to go into effect, not a unanimous vote…
