WILMINGTON, N.C. (WECT) -Cape Fear Public Utility Authority (CFPUA) will start charging a $1 fee for printed and mailed bills next month.
According to CFPUA, the fee is being assessed effective Jan. 1 due to rising printing and postage costs.
