Woman who fled state after fatal 2025 hit-and-run appears in court

WILMINGTON, N.C. (WECT) – A Wilmington woman appeared in court for the first time after being charged in connection with a fatal hit-and-run that happened in 2025.

34-year-old Ann Olivia Monseur was being held in Pennsylvania until Feb. 12, when she was extradited to New Hanover County.

Monseur appeared in court at 2 p.m. the same day and waived her right to counsel. Court records state she is facing charges of felony hit-and-run and driving while her license was revoked for impaired driving.
