Struggling Massachusetts families hope for relief from exorbitant delivery charges via heat pump discounts

Massachusetts utilities Eversource, National Grid, and Unitil will introduce discounted electricity rates for heat pump users starting November 1, 2025. The seasonal discount applies to the distribution charge during winter months (November 1 to April 30), reverting to standard rates from May 1 to October 31.

Winter 2025 rates (pending final approval) are:

  • Eversource at 1.95 cents per kWh (versus standard 6.26 cents);
  • National Grid at 2.46 cents (versus 6.74 cents); and
  • Unitil at 3.63 cents (versus 10.18 cents).

An average heat pump household could save about $540 this winter. It is estimated that 64% of households may lower heating costs by adopting heat pumps under these rates.

The initiative, mandated by the Massachusetts Department of Public Utilities, supports the state’s target of installing 500,000 heat pumps by 2030 to cut fossil fuel emissions, up from 90,000 currently. Unitil customers can enroll now via phone or form; Eversource and National Grid can’t sign up yet but enrollment details will be forthcoming this fall…
