Blooming Staffing Agency is based in Worcester and has been owned by Catherine Kibe, 46, since 2020. The agency is accused of sending uncertified aides to nursing homes and representing them as Certified Nursing Assistants (CNAs). The Attorney General’s Office alleges that Kibe allowed or directed uncertified individuals to work as CNAs, despite their lack of required training and credentials.
According to the allegations, Blooming received over $300,000 for CNA services that were not performed by certified staff. Kibe faces charges including larceny by false pretenses and identity fraud.
