Massachusetts lawmakers exceed budget for fourth year

BOSTON (WWLP) – A multi-year pattern continues on Beacon Hill of lawmakers spending far more than was designated in their budget for each fiscal year.

During fiscal year 2025–which ran from July 2024 to June 2025–state lawmakers appropriated and spent around $64 billion, far more than the $57.7 billion set aside in the official FY25 budget.

This bottom line eclipses the FY26 budget signed in July, sitting at $60.9 billion, and it is the fourth time since 2019 that prior years’ spending outpaced the next year’s budget. The higher FY25 spending was fueled by a string of supplemental spending bills.

In prior years, these supplements served as small adjustments, totaling between 1 and 4% of annual spending. Now, their usage raises questions about what the written budget, debated for months and passed into law, actually means…
