WESTMINSTER — On Monday, Nov. 3, 2025, at approximately 12:17 p.m., Westminster Police Officer Andrew Loescher was on patrol when a Battles Road resident called to report that a man who had parked at her home earlier and offered to pave her driveway had returned and found his vehicle disabled in front of her house.
