Massachusetts man indicted for impersonating Oklahoma Schools Chief in fake Bible distribution scheme

Owen Thomas Cunningham, 48, of Massachusetts, was indicted Feb. 12, 2026, on one misdemeanor count of falsely impersonating a public officer.

Prosecutors say in August 2024 he mailed fake letters signed as then-State Superintendent Ryan Walters to Oklahoma school superintendents, ordering them to distribute Bibles and Biblical materials to classrooms as approved state resources.
