“Prior to initiating the stop, I conducted a CJIS [the FBI’s Criminal Justice Information Services database] web query of the vehicle and CJIS indicated that the vehicle’s registration was revoked as of December 8, 2025, for lack of insurance,” Officer Kontoes said. “I approached the vehicle and asked the operator for his license and registration. The operator produced me a valid Massachusetts driver’s license and was identified as the registered owner, Michael Pulou.”…
