GRAFTON — The Charter Review Committee is conducting a thorough review of Grafton’s Home Rule Charter and plans to recommend updates for consideration at the October 18, 2027 Town Meeting. The committee invites your comments and suggestions to help ensure the Charter serves the community well.
For those new to the process, the Town Charter sets up the town’s government structure and main procedures. This includes the legislative branch (Town Meeting), elected positions, administrative structure (especially the Town Administrator), and financial procedures. Think of the Charter as the Town’s constitution — it lays the foundation, just as the state and federal constitutions do for their governments. In contrast, town bylaws act like laws passed by the state or federal government.
