WAYNESBORO, Va. (WHSV) – A joint investigation between the Waynesboro Police Department and Child Protective Services led to the arrest of a Waynesboro man, according to a WPD release.
WPD detectives and CPS launched an investigation June 24 into allegations of inappropriate conduct involving a child and failure to report that conduct at an area private school and daycare, according to WPD. WPD said the investigation focused on two separate incidents — one in December 2025 and another in June 2026.
Joel Spencer, 47, was arrested and charged with two class 1 misdemeanor charges of failing to report certain allegations as a result of the joint investigation. Spencer has a hearing scheduled for July 21 in Waynesboro General District Court, according to court records…
