Plans to move Andy’s Frozen Custard out of downtown Springfield sparked additional debate about how to handle future developments during Springfield City Council’s July 13 meeting.
The Springfield-based company’s development plan came before council during a public hearing, with council being asked to approve the use of Chapter 100 Industrial Development Revenue Bonds, which typically allow for 50% tax exemption on improvements over 10 years. Andy’s has asked for that abatement to run for 25 years.
Both councilmembers Abe McGull and Brandon Jenson expressed concern that the proposal had made it as far as it did without prior council involvement, when such a significant variance was in play. McGull proposed that council be looped in sooner for future developments…
