‘Scared of getting another bill:’ E-ZPass users hit with Pay-by-Plate bills on Richmond toll roads

RICHMOND, Va. (WWBT) – Nearly five months after Richmond’s toll roads went fully cashless, some E-ZPass users say they are being charged pay-by-plate rates despite having active, funded accounts — and that the process for disputing those charges is not working.

The Richmond Metropolitan Transportation Authority said it is aware of the billing discrepancies and is working with its contractor to resolve them, and has not yet granted final acceptance of the new tolling system.

Adriana “Bird” Carioti, a Richmond-area E-ZPass user, said she received her first unexpected bill in May — a $2 charge she initially dismissed.

“I thought, you know, maybe I went through one too quick or something, and then I just paid it,” Carioti said…
