The operators of an assisted-living home in Aurora who were charged with mistreating residents restrained someone with zip ties in a wheelchair, physically abused staff and residents, neglected care and mixed up resident medications, according to the indictment.
James Russell Vogel and Angelica Vogel, operators of All Saints Home Care, were indicted by a grand jury July 16 after an investigation into mistreatment of residents.
