New York City landlords filed a lawsuit seeking to overturn a two-year freeze on about one million rent-stabilized apartments. They accuse Mayor Zohran Mamdani of improperly influencing the Rent Guidelines Board to fulfill a campaign promise. The coalition says the board approved the freeze without properly considering required evidence.
