‘Devastating reality of domestic violence’: Man sentenced after killing ex-girlfriend with hammer in NE Portland

PORTLAND, Ore. (KOIN) — A man was sentenced to life in prison on Monday after being found guilty of bludgeoning his ex-girlfriend to death with a hammer to the head in Northeast Portland, prosecutors said.

Vincent Scoggins, 62, was found guilty of second-degree murder and other crimes in connection with the death of his former partner, Penny Fegan, who was 59 when she died.

On August 8, 2022, at 1:30 a.m., Scoggins called 911 saying he found his girlfriend dead inside their home in the Beverly Grove Apartments.
