JOLIET, Ill. — The U.S. Army Corps of Engineers has abruptly halted construction of the multibillion-dollar invasive carp barrier near Chicago that is designed to keep highly destructive invasive carp from getting into the Great Lakes.
At stake is the region’s $7 billion fishery, anchored in the western Lake Erie region near Toledo.
