A man with Chicago ties reached a federal plea deal this week after a Milwaukee Police Department investigation into illegal street takeovers resulted in agents uncovering a cache of homemade and commercial-grade fireworks in his garage, according to a new court filing.
Luqman Kattoum, 21, signed an agreement to plead guilty to misdemeanor unlawful storage of explosives on Monday. The charge carries a maximum sentence of one year in prison and a $100,000 fine, but prosecutors and Kattoum’s attorney have agreed to recommend that he receive 12 months of probation with no fine.
Kattoum came to the attention of federal authorities through the Milwaukee police street takeover investigation in June 2025, according to the plea agreement.
