City staff suggest removing one potential roadblock to preventing City Hall development.

As we wrote on Friday, City Manager Kimberly Bizor Tolbert requested an agenda item for the Monday morning briefing of the Council’s Finance Committee. At the time, the presentation that would outline proposed changes to the city’s Financial Management Performance Criteria had not been uploaded. They would not be uploaded until today, shortly before lunch.

There are several proposed changes—we briefly outlined them in an update to Friday’s story—but it does indeed propose removing the need for a supermajority on votes regarding the purchase or replacement of city-owned buildings. In May, the attorneys for Save Dallas City Hall warned that the city about the requirement for a supermajority. So far, the Council has been divided 9-6 for just about every vote regarding the fate of City Hall, with nine in favor of redeveloping the land and moving city operations to new quarters. (Seven of the nine comprise the Finance Committee.)
