VIRGINIA BEACH, Va. (WAVY) — A Virginia Beach judge certified all charges Thursday against a woman accused of trying to kidnap a 4-year-old girl outside a Department of Motor Vehicles office, following testimony from three witnesses and video prosecutors say captured the encounter.
Olivia Phillips has been accused of attempting to abduct the child from the parking lot of the DMV on Buckner Boulevard in April. Phillips faces additional charges, including assault and battery.
