DAUPHIN COUNTY, Pa. (WHP) — A man was arrested in Harrisburg on Friday after police say he used a lighter to burn a small child while the child was unable to move.
Raheem Floyd, 38, of Mechanicsburg, has been charged with three counts of aggravated assault and one count of endangering the welfare of children as a result of the police investigation.
