Review Proposed I-5 Interchange Plans

Caltrans has released the draft environmental document for the proposed I-5/El Toro Road Interchange Improvement Project, and community members now have an opportunity to help shape the project’s future.

The current proposal reflects a significant change from earlier concepts: The previously proposed flyover alternative has been removed from consideration. The remaining alternatives include:

  • No Build Alternative: No improvements would be made to the interchange.
  • Build Alternative 1: Replaces the existing southbound I-5 on- and off-ramps with new hook ramps along Avenida de la Carlota, including a new bridge over El Toro Road and roadway realignments.
  • Build Alternative 1A: Includes all improvements in Alternative 1, plus a new public street connecting to the Village of Laguna Hills development.
  • Build Alternative 3: Installs intelligent transportation systems to improve traffic signal coordination without major roadway construction.

Residents are encouraged to review the draft environmental document and submit comments before the public comment period closes on Monday, Sept. 14, 2026.

An in-person public hearing will be held on Wednesday, Aug. 26, from 5 to 7 p.m. at the Laguna Hills Community Center. Attendees may learn more about the project and submit comments either in writing or verbally to a court reporter…
