On a recent evening, Jessica Rutland was reminded why Fremont was recently dubbed the happiest city in America.
Rutland, who has lived in Fremont for 30 years, joined dozens of residents for National Night Out, swaying to music, as children played badminton and raced slot cars around a trailer track.
