Man pleads guilty to first-degree murder in 2025 fatal shooting in Portsmouth

PORTSMOUTH, Va. (WAVY) — A man pleaded guilty to first-degree murder in connection to the Nov. 8, 2025 shooting death of 62-year-old Carlos Basnight, the Portsmouth Commonwealth’s Attorney’s office said Tuesday.

James Walker Jr. pleaded guilty to first-degree murder, use of a firearm in commission of murder and possession of a firearm by a convicted felon. He was sentenced to 30 years in prison, followed by five years of supervised probation.

The Commonwealth said that, had the case gone to trial, its evidence would have shown that shortly after midnight Nov. 8, 2025, Walker was standing in a parking lot in the 1100 block of London Boulevard with a group of people who were drinking and smoking…
