HIGHLAND HEIGHTS, Ohio — A Highland Heights dispatcher who was caught searching the city’s Flock Safety automatic license plate reader system for reasons unrelated to work has resigned, Police Chief Dennis Matejcic said.
The dispatcher ran five different license plates through the city’s system more than 1,000 times each between Oct. 24, 2024 and Nov. 22, 2025, according to data from Have I Been Flocked, a website that compiles information obtained through public records requests from government bodies with Flock contracts across the country. Highland Heights police learned about the misuse Monday from Washington Post reporters, who reached out to Matejcic to ask if he knew about it.
The Post investigation used data from the website, which allows users to check whether their license plate has been run through the system, as well as search Flock searches from various law enforcement agencies.
