CAMPBELL COUNTY, Va (WFXR) – An 18-year-old from Forest, Virginia, was arrested in New York City on outstanding warrants for indecent exposure and obscene sexual display involving an incident at a Campbell County Five Below.
The Campbell County Sheriff’s Office (CCSO) says Eli Lemuel Howard has been arrested for an incident that happened on Aug. 3.

Following an investigation, warrants were obtained charging Howard with Indecent Exposure and Obscene Sexual Display at Five Below.
